Are The levels of punishment between a level 1 and a level 3 offender fair and justified?...
Should these offenders be institutionalized and closely monitored ...??...
Do these people deserve the human rights like the rest of mankind deserve? ex: adequate shelter/housing, clean safe drinking water and sanitation, If so do they have the right to affordable housing so they can afford to live/survive with the basics ? .....
I still have some reseaching to do but these are a few questions I had in mind...

I don't believe that denying anyone from the basics of shelter/housing solves any problems...
